      We are looking for a talented Senior FOIP and Records Management Analyst to join our team. Reporting to the Manager, FOIP and Records Management, is responsible for providing subject matter expertise in undertaking assessments; facilitating the implementation and integration of; educating on; and influencing others about Information Management (“IM”), access to information, and privacy in compliance with the requirements established under the Records Management Regulation (“RMR”) and the Freedom of Information and Protection of Privacy Act (“FOIP Act”). This senior position will develop recommendations that contemplate accountability, transparency, integrity, protection, compliance, availability, retention, and disposition of AESO information, and will develop relevant practices, procedures, privacy considerations and guidelines. The Senior FOIP and Records Management Analyst will further serve as a liaison between Law and Information Technology to ensure information assets are managed from a holistic perspective.

      This role will independently manage the AESO’s response to often complex FOIP requests, including processing such requests. The Senior FOIP and Records Management Analyst will work in collaboration with the Manager, FOIP and Records Management, to influence and promote compliance with Part 2 of the FOIP Act – Protection of Privacy, through education and the provision of advice, in both a contextually-specific and general sense.

      Accountabilities include but are not limited to:

      • Developing and applying program requirements in a manner that recognizes and complies with mandated responsibilities established under the Alberta Records Management Regulation (RMR) and the Freedom of Information and Protection of Privacy Act (FOIP Act).

      • Developing records management standards, procedures, and guidelines for the organization.

      • Leading analysis of business unit IM needs, related business rules and processes and implementation options in consideration of the applicable RMR and FOIP Act IM obligations:

      • Develop and deliver corporate-wide training

      • Managing and coordinating activities required to respond to FOIP requests and other public body consultations, including the preparation of recommendations for executive level approval, within legislative timelines.

      • Collaborate with the Manager, FOIP and Records Management, in defending AESO decision in relation to complaints and appeals examined under the mediation and inquiry processes established by the Office of the Information & Privacy Commissioner (OIPC).

      • Engage in mediation to evaluate complaint and establish a position on allegations of non-compliance; develop a negotiation position and strategy; and influence a resolution between the AESO and the complainants.

      • Provide guidance on the provisions of the FOIP Act pertaining to the collection, use, disclosure, retention, correction, and security of personal information. This includes completing Privacy Impact Assessments for any new or changes to existing projects, initiatives, or systems.

      What you’ll bring to us:

      • Post-Secondary Diploma or Degree in a related area (Records Management, Information Management, Information Technology, Library Sciences).

      • Certificate related to Records Management (i.e., Certified Records Manager (CRM) or Information and Records Management Certificate Graduate).

      • University-level certificate/diploma related to FOIP access and privacy (i.e., University of Alberta IAPP Program).

      • Completion of GoA FOIP course stream (Access, Privacy, FOIP Administration) and CIPP/C certification considered an asset.

      • Minimum of 8-10 years of experience in a related role, ideally within a public sector or arm’s length organization where the RMR and the FOIP Act was applicable.

      • Strong written and oral communication skills, including anticipating the needs of business partners and external stakeholders when presenting information and effectively communicating complex concepts for a non-technical and non-subject matter audience.

      • Demonstrated knowledge of the functions and applications of Microsoft 365 and Enterprise Content Management (ECM) systems.
