      Position Description

      The Fusion Center Analysis Unit plays a vital role in vetting suspicious activity reports (SARs) under the Department of Homeland Security (DHS) fusion center's critical operating capabilities. We are seeking an experienced Supervisor to lead one of two separate units focused on strategic and tactical intelligence analysis, reporting directly to the Director of the fusion center.

      As a supervisor, you will oversee a team of analysts and other personnel, including contractors and federal/state/local partners. Your primary responsibilities will involve utilizing analytical tradecraft to guide the development, peer review, and production of various analytical products. These products may consist of Information Bulletins, Special Event Assessments, tactical products, threat assessments, and presentations for both internal and external partners.

      RESPONSIBILITIES AND DUTIES

      • Supervise and mentor the Analysis Unit: Oversee the intelligence analysis and production functions, providing guidance, training, and support to the intelligence analysts in the team.
      • Access and analyze data from multiple sources: Utilize various government and non-government databases, sources, and software on unclassified and classified platforms to gather and analyze information relevant to the fusion center's area of responsibility.
      • Conduct all-source intelligence analysis: Perform in-depth exploration of real-time open-source analysis sites, including the review of information sources, and conduct research linking California and the fusion center area of responsibility with international and domestic events.
      • Develop analytical products for partner agencies: Provide timely and relevant intelligence products, such as threat assessments, trends analysis, information bulletins, special event assessments, tactical information, and other analytical requests for the urban area partners.
      • Maintain community focus and partnerships: Foster and maintain relationships with local, state, federal, and private sector partners, while assisting the training and outreach unit in coordinating fusion center-related training and outreach events.
      • Ensure compliance with laws and regulations: Adhere to professional standards identified by the fusion center, including policies by the Anaheim/Santa Ana UASI and/or Orange County Sheriff’s Department.
      • Vet tips and leads: Assist in the initial vetting of tips and leads through database checks to ensure suspicious activity reports (SARs) comply with the National Suspicious Activity Report Initiative (NSI) and adhere to Privacy/Civil Liberties and Civil Rights (P/CLCR) guidelines.
      • Utilize analytic tools for visualization: Create charts, maps, timelines, and link diagrams to demonstrate analytical findings, including target relationships and time sequence of events.
      • Support strategic analysis of threats: Provide tactical analysis for partners and stakeholders to assist in decision-making and allocation of resources concerning threats facing the area of responsibility.
      • Travel for work-related purposes: Engage in local and regional travel for briefings, assessments, meetings, and events, and occasionally attend multi-day training sessions, conferences, or other relevant gatherings.
      • Provide feedback to Center leadership: Communicate any issues related to Center operations and the Analysis Unit, including resource gaps, personnel matters, and interactions with internal and external partners.
      • Perform other duties as assigned: Carry out additional intelligence, investigation, and mission-related tasks as directed by Center leadership, ensuring the overall accomplishment of the fusion center's objectives.

      ADDITIONAL RESPONSIBILITIES

      • Employees must adhere to U.S. Federal, State, and Local statutes and regulations due to the sensitive nature of the work. Ongoing eligibility for a U.S. Government clearance and compliance with the Valiant drug screening program is essential. Note that possession, use, or sale/distribution of cannabis or cannabis-based products is disqualifying.
      • This position requires local travel for assessments, briefings, and meetings, with occasional multi-day travel for training and conferences. Be prepared for frequent local/regional day meetings and events.
      • Must possess a valid U.S. driver's license and be willing to travel throughout the U.S. as needed (generally less than 15% of the time).

      Salary: The anticipated salary range for this position is between $101,000 and $180,000. However, this is not a guaranteed compensation or salary range; the actual salary will be determined based on factors such as experience, geographic location, and potentially contractual requirements, and it may fall outside of the mentioned range.

      Position Requirements

      • Leadership and management: Proven track record of leading and managing a team of intelligence analysts, including setting priorities, allocating resources, and providing mentorship and guidance.
      • Intelligence cycle expertise: Demonstrated expertise in the intelligence cycle, including the collection, analysis, production, and dissemination of all-source intelligence products.
      • Classified environment experience: Experience working in a classified environment, adhering to strict security protocols, and liaising with state, local, federal, and private sector partners.
      • Interpersonal skills: Excellent interpersonal skills, including the ability to work effectively with internal and external partners, and maintain a high level of work and social ethics.
      • Technical proficiency: Proficiency in computer applications, including graphics and presentation software and databases, and intelligence-related automation.
      • Presentation skills: Experience making presentations to technical and non-technical audiences regarding intelligence information and products deriving from fusion centers.
      • Supervisory experience: Detailed law enforcement intelligence analysis and supervisory experience highly desired.
      • Ethical standards: Must demonstrate high level of work and social ethics, and comply with training standards and policies associated with the fusion center.
      • Privacy considerations: Individual shall understand privacy considerations, including 28CFR and privacy/civil liberties civil rights (P/CLCR).

      REQUIRED QUALIFICATIONS

      • Security clearance eligibility: Analysts must be eligible to receive a U.S. Government SECRET clearance, up to a TOP Secret clearance level once employed, and maintain it throughout the course of employment. Clearances will be sponsored by the contracting agency.
      • Background check requirement: Must be able to pass an Orange County Sheriff’s Department (OCSD) background check, including a polygraph examination, before commencing employment or performing services at the fusion center.
      • Training and certification: Must agree to comply with training standards and policies associated with the fusion center, and obtain a Basic Intelligence Training Analysis Course (BITAC), Foundations of Intelligence Analysis Training (FIAT), or Critical Thinking and Analytic Methods (CTAM) program certificate or equivalent certification within the first six months of hire as required by federal grant guidelines.

      EDUCATION AND EXPERIENCE

      • A minimum of three years of intelligence analysis experience is required, along with either a Bachelor's degree in a relevant field or substantial relevant work experience that can serve as a substitute for the degree.

      WORK ENVIRONMENT

      • Flexible work schedule: Analysts will work a 4/10 schedule, with flexibility in start times, and must be willing to adjust their schedule as needed. Some after-hours availability and willingness to respond to the fusion center during an emergency are expected.
