      About North East Link

The Spark Consortium has been selected to deliver the Central Package of the North East Link Project - Victoria's biggest road project.

The Spark Consortium’s Design and Construction Contractor - which comprises Webuild, CPB Contractors, GS Engineering and Construction and China Construction Oceania - will deliver the twin three-lane tunnels and key interchanges for the project.

The Central Package will be delivered as a Public Private Partnership and provides three-lane twin tunnels that will close the missing link in Melbourne’s freeway network from the M80 Ring Road to an upgraded Eastern Freeway, reducing journey times and diverting heavy vehicles away from local roads. Up to 135,000 vehicles will use North East Link every day, reducing congestion in the north-east while maintaining local roads.

      About the Opportunity

Direct project execution by coordinating resources, suppliers, and subcontractors effectively.
      • Team Leadership: Lead and mentor junior engineers and team members, promoting a culture of collaboration, knowledge-sharing, and innovation. Facilitate clear communication within the team, managing tasks, and ensuring roles and responsibilities are understood and delivered.
      • Stakeholder Management: Act as the primary point of contact for all relevant project stakeholders, including site based teams, consultants, contractors, and regulatory bodies. Coordinate meetings, present progress reports, manage expectations, and build robust relationships.
      • Digital Delivery: Ensure effective implementation of Digital Delivery plan(s) to ensure robustness of MEI delivery performance. The SPE is expected to champion this way of working and ensure consistency across all MEI teams and relevant third parties.
      • Quality and Compliance Management: Implement quality control processes, ensuring the work meets the necessary industry standards, contractual requirements, and client expectations. Regularly conduct site inspections to verify compliance and promote a culture of quality and safety.
      • Risk Management: Proactively identify, analyze, and mitigate project risks. Develop and implement risk management plans, ensuring prompt response to changes or issues affecting project performance including routine assessment of risk control effectiveness.
      • Budget and Schedule Control: Manage assigned project budgets and schedules, monitoring the progress of work against plans, identifying deviations, and taking corrective actions when necessary. Responsible for cost estimating, budgeting, financial planning, and cost control.
      • Documentation and Reporting: Ensure thorough documentation of all project activities, decisions, changes, and lessons learned. Produce accurate and timely project reports, detailing project status, issues, risks, and performance metrics.
      • Handover and Closure: Supervise assigned project close-out processes, including testing and commissioning of installed systems, preparation of handover documents, and transition to operations and maintenance teams. Ensure that project deliverables meet the operational requirements and client satisfaction.
