      To ensure we meet the challenges that our region faces we are planning our largest transformational investment to date, the Strategic Resource Options (SRO) Programme. The SRO Programme is focused on the design, build, finance and operation of two new multi-billion-pound water reservoir developments. The programme needs to secure planning approval for these schemes as Nationally Significant Infrastructure Projects via the Development Consent Order (DCO) route as well as establish the delivery stage procurement of future licenced regulated entities (known as Infrastructure Providers).

      To support this programme, we have a high-profile opportunity for a Senior Programme Manager to join the team to lead on the Lincolnshire Reservoir. You will play a pivotal role in providing strategic leadership to a large and diverse matrix team (growing to circa 250 people over time), initially focused on securing development consent and moving through to set up the delivery arrangements for the reservoir. The size of the development funding is in the £150 to £200 million range for the first phase of the project, which then becomes a significant £2.5+ billion project as it moves to the delivery phase (post 2028/2029). The new reservoir is required to be in service around 2040.

      What you’ll be doing:

      • Leading the development phase of the project by managing all output deliverables to achieve planning consent. This will include all regulatory gated milestones to deliver the DCO application.

      • Managing all project resources and acting as the primary delivery driving force for the project.

      • Developing and managing the project budget, ensuring that costs are proactively managed against agreed budgets.

      • Preparing and maintaining a master schedule and programmes.

      • Defining, managing, and mitigating risks and realising opportunities using a structured R&O framework.

      • Initiating and leading regular structured project reviews to ensure the project remains within governance.

      • Engaging project delivery support from relevant functions across Major Infrastructure, including Commercial and PMO.

      • Providing active and visible leadership of multi-disciplinary project teams including direct employees, external consultants, and advisors to ensure the team is working effectively towards common project development goals with clear roles and responsibilities.

      • Providing direction and leadership on the DCO planning consent strategy, including environmental assessment and mitigation, design development, planning consent, land strategy as well as legal, commercial and procurement strategy.

      What does it take to be successful?

      • Significant and extensive senior-level programme management experience in multi-million-pound complex infrastructure development and delivery projects

      • Proven experience in major infrastructure project consenting, leadership experience of NSIP DCO planning applications (latter preferred, but not essential)

      • Extensive experience of leading multi-discipline, multi-organisation blended delivery teams

      • Experience of managing senior stakeholder groups in a robust and challenging environment

      • Professionally qualified and experienced within a relevant recognised engineering, planning and/or project management institution

      • Water sector experience (preferred, but not essential)
