      Are you a Housing professional ready to work on important affordable housing projects, programs, and policies? Are you a solutions-oriented self-starter with the ability to perform at a high level and make an impact in the community? If so, the City of San Leandro is seeking qualified candidates to apply for the position of Senior Project Specialist (Housing), who will perform and manage complex research and project management work involving affordable housing development.

      The San Leandro Community Development Department is a dynamic and high-functioning team responsible for development services, economic development, and housing programs.
      The Department is comprised of five divisions that work together to advance the community’s vision and City Council’s adopted plans and policies: Building and Safety, Community Preservation, Economic Development, Housing Services, and Planning Services.

      DEFINITION: Performs complex professional research, technical and project management work involving economic development, affordable housing development, redevelopment or other designated areas; serves as a team leader on complex project and programs and performs related work as required.

      DISTINGUISHING CHARACTERISTICS: The Senior Project Specialist exercises a high degree of responsibility for specialized research, analysis and program administration. The emphasis of the work and the specialization required varies according to assignment.

      SUPERVISION EXERCISED AND RECEIVED: Senior Project Specialist may provide technical guidance, training and supervision to assigned staff. Receives general direction from assigned management staff.Examples of Typical Job Functions: The typical job functions of the classification may include, but are not limited to, the functions below and are subject to changes in operational necessity.
      The following are in addition to the essential and non-essential functions of Project Specialist II:
      • Attends City Council, Board, or Commission meetings;
      • Assists in the development and implementation of department and division goals, objectives, policies, priorities and analyzes their effectiveness;
      • Coordinates data collection, research and analysis as required;
      • Coordinates with federal, state and local agencies on affordable housing and community development programs;
      • Researches issues; analyzes data, develops and presents studies;
      • Coordinates and confers with other departments, public officials, consultants and the public; explains City policies; may coordinate and monitor the work of consultants;
      • Develops, coordinates, implements, administers and manages assigned redevelopment and economic development projects and activities;
      • Solicits and coordinates the resources of other staff and the City Attorney in implementing assigned projects, manages consultant resources and ensures contract compliance;
      • Performs outreach and provides support and information to the general public on redevelopment matters; works with business merchant associations on marketing and promotional activities; and
      • Prepares complex reports, analyses and studies on a wide range of redevelopment issues; presents findings and advises the City Council, outside agencies and various community organizations on redevelopment matters.

      Experience and Education Guidelines : Any combination equivalent to experience and education that would most likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

      Education: Bachelor’s degree from an accredited college or university with major in public policy, business/finance, public administration, economics, sociology, urban/regional planning or a closely-related field.

      Experience: Three years of increasingly responsible experience in redevelopment, affordable housing, community development or a related area performing duties involving program development, administration, project and program evaluation and monitoring, capital improvement and revitalization.

      Licenses and Certifications:
      Must be willing to work such hours as are necessary to accomplish the job requirements; travel to attend meetings, seminars and conferences and perform work at various city locations. Classification requires the possession and continued maintenance of a valid class “C” California driver’s license.
