      This is a limited term position which is reviewed and approved based on available funding and Board approval.
      PREFERRED HIRING RANGE: $67,643 - $76,099/annually (108 Salary grade)*
      *Maybe eligible for additional shift differential depending on hours worked.
      FULL SALARY RANGE: $67,643 - $105,693/annually
      LOCATION: This position will be located at the county shelter site currently located in Eagan; this is a full-time on-site position.

      This fast-paced, demanding and rewarding position joins a dynamic, evolving team focused on preventing and ending homelessness in Dakota County and helping the county's residents maintain housing stability.

      This position works directly with clients who are residing in hotel-based shelter and supports clients with case management and services needed to secure housing. Shelter operates 24 hours a day, 365 days a year. This position works directly with clients to identify challenges that lead to or create risks for homelessness; uses casework and available housing resources to address these challenges; and provides case management and support leading to household stability and self-sufficiency.NEED TO HAVE QUALIFICATIONS:
      • Bachelor's degree in Social Work, Psychology, Sociology, or related Human Services field
      AND
      • One year full-time professional experience in a social services agency OR Two years full-time para-professional experience in a social services agency.
      AND
      • Valid Driver's License

      NICE TO HAVE QUALIFICATIONS:
      • Previous experience in the housing field that will be useful in navigating the rental market and finding vacant units.
      • Experience working in an emergency shelter program and successfully securing housing for shelter residents.

      Pursuant to Dakota County Policy, this position is designated as Safety Sensitive.These examples do not include all possible tasks in this work and do not limit the assignment of related tasks in any position of this classification. Regular attendance according to the position's management approved work schedule is required for all positions.

      1. Build and maintain trust with shelter guests while assessing needs and providing services needed to secure housing.
      2. Determine with each client which services and benefits are needed and options for accessing those services. Provide, arrange, and coordinate direct services and benefits for client.
      3. Provide hands on involvement to prepare shelter guests for housing search and provide services such as housing navigation, assisting with paperwork, applying for apartments, conducting housing search with the client, and attending housing briefings with client.
      4. Coordinate with other providers and assist client getting ready to move into housing.
      5. Facilitate, integrate, and mobilize agency and community resources on behalf of client households.
      6. Support client in goal planning, including monitoring, documenting, and evaluating client progress toward goals and objectives, including maintaining files and case noting.
      7. Manage crises, intervene and resolve crisis, utilizing the Dakota County Crisis Response Unit or law enforcement as needed.

      ESSENTIAL JOB FUNCTIONS: Duties 1-7 are essential functions.
      • Ability to establish rapport quickly with people experiencing a crisis through use of trauma informed care, client centered care, and strengths-based approaches.
      • Ability to work respectfully with clients, coworkers, and key stakeholders who are diverse with respect to race, ethnicity, gender identity, sexual orientation, socio-economic status, and religion.
      • Considerable knowledge of housing programs, community resources and funding sources.
      • Proven knowledge of housing market, landlord expectations and skills needed to support client in successfully securing housing.
      • Interviewing, negotiation, and listening skills
      • Ability to communicate effectively both verbally and in writing.
      • Ability to assess safety and risk factors, manage crises, and make independent decisions.
      • Ability to meet expectations regarding paperwork and documentation through organizational skills, a strong attention to detail, and the ability to work efficiently and accurately, competency and comfort using technology and computers.

      WORK ENVIRONMENT: Shelter operates 24 hours a day, 365 days a year. Work schedule will be determined by supervisor. Work location is on-site at the shelter. Additional work may be completed in County office buildings or other locations as needed.
