Job Description

- Support SDA sensor site and facility design, development, and installation
- Advise the Government on preliminary planning requirements for new construction and facility upgrades to include installation-specific requirements for environmental, master planning, and public works
- Research, document, and advise the Government on country-specific planning requirements during the design and development of OCONUS sites
- Provide expert review of Architecture and Engineering (A&E) design packages for all trades; redline prints in the field to capture field change orders
- Provide construction oversight as a designated representative of the Government team: track and coordinate responses for Requests for Information (RFIs) with 24-hour response time; review and complete field change orders and collect and review take-offs for cost within authorized limits; identify and track long-lead materials; conduct daily or weekly site meetings with construction personnel, general contractors and subcontractors; coordinate downtime for facility systems and infrastructure with sites and installations during the work and for inspections of completed work
- Support and complete coordination and administrative duties as required to facilitate construction projects including, but not limited to process physical security documents for the General Contractor and subcontractors, open and close facilities, coordinate and schedule security escorts for Foreign Nationals, coordinate vehicle and equipment inspections, coordinate site access for contractors through external agencies, i.e. National Park Service
- Coordinate and manage the Environmental Impact Analysis Process (EIAP); complete and staff associated documents, i.e. AF Form 813, and coordinate completion of the NEPA Process (40 CFR Parts 1500 – 1508) for CONUS sites; research and coordinate country-specific environmental requirements, i.e. Sustainability Appraisal Process (SAP) for OCONUS sites
- Provide expertise, research, and advise the Government on requirements driven by US building code standards, including the IBC; research and advise on country-specific building codes; ensure all applicable standards are incorporated into the A&E design and that the resulting design satisfies all applicable codes and requirements, including life safety, fire protection, environment, and communications
- Research, document, and advise the Government on requirements driven by ICD/ICS-705, Technical Specifications for Construction and Management of Sensitive Compartmented Information Facilities (SCIFs); ensure these requirements are satisfied during the Design-Build process • Monitor and report on construction schedule milestone and budget performance; identify and report variances; recommend mitigations and corrective courses of action; track key events and dependencies including long-lead processes, long-lead materials, and deliverables
- Draft, review, and provide advice to the Government on content for Design-Build and construction statements of work (SOWs); review, evaluate and grade contractor proposals; provide recommendations and the basis for recommendations to the Government
- Provide subject matter expertise during design reviews for environmental, infrastructure, and facilities requirements and solutions and during on-site activities such as site surveys, site development, and construction
- Perform and interpret construction cost estimations utilizing construction estimating software, i.e. RSMeans, Stack, Estimator360, eTakeoff
- Conduct power analysis for new and existing systems; provide analysis for both system power capacity, usage, and consumption
- Travel to CONUS and OCONUS locations upon government direction
- Other duties as required/requested by the Government and within scope of the contract
- US Citizenship and an active Secret clearance, and be eligible to obtain a DoD Top Secret/SCI clearance
- BS/BA in related discipline
- 6 years of experience in Project and Design Management, Design Development, Value
- Engineering, and Cost Estimation, or Construction Documentation and Administration with at least 2 years of experience working on MILCON and 219 projects OR, MS/MA in Civil Engineering, Construction Management or a related discipline and 4 years of engineering experience managing requirements development, project planning and execution with at least 2 years of experience working on Department of Defense or Intelligence Community MILCON and 219 projects
- Great interpersonal skills within a professional environment, positive attitude, and ability to work through tough interpersonal and technical issues in complex inter-agency teams
- Active DoD Top Secret/SCI clearance
- SE license
- The salary for this position ranges from approximately $100,000 to $120,000 depending on relevant experience and qualifications.
LinQuest has an opportunity supporting the US Space Force mission to defend National Security Interests in Space as a Space Domain Awareness (SDA) Radar Systems Civil Engineer supporting the Ground Based Radars Branch of the US Space Force, Space Systems Command, Space Domain Awareness (SDA) Acquisition Delta.
As an SDA Radar Systems Civil Engineer, you will provide program management, specialized technical, and oversight support for prime contractor performance to the Space Domain Awareness (SDA) Acquisition Delta during requirements definition, design, and construction and modification of radar and optical ground sites and facilities that host advanced ground-based sensor systems. This includes translating program requirements into site and facility design requirements, participating in the source selection and award of contracts, and providing oversight during the execution of the site selection, site preparation, facilities design, and construction processes.
