      Basic Function

      The Health and Safety Specialist position is a member of the Health and Safety Team and is responsible for health, safety, emergency response and emergency management related processes that help drive continuous improvement toward Goal Zero Performance. This position will support the Circular and Low Carbon Solutions (CLCS) manufacturing facility located in Houston, Texas. This position will also support the legacy operations at the Houston Refinery that will continue post closure. The future incumbent will play an important role in ensuring a smooth transition following the cessation of processing crude oil and overseeing our Oil Movements, Wastewater and Utilities operations. The person in this position will interact with a diverse group of customers including plant management, operations, maintenance, process and project engineering, corporate HSE, Legal and various outside regulatory agencies. The successful candidate for this position will proactively take ownership of and influence decisions for the development and continued improvement of site health and safety programs and processes.

      Roles & Responsibilities

      • Serves as a safety and health resource to assigned area within operations maintenance and or turnaround construction to include providing MOC support
      • Develops implements and provides training on safety and health policies procedures work practices and their supporting programs
      • Interprets and provides guidance related to health and safety policies procedures and requirements and resolves questions related to planning for and safely executing field work activities
      • Performs safety and health audits assessments to ensure compliance and to sustain injury and incident reduction efforts
      • Participates in and supports turnaround planning and execution
      • Serves as the site Emergency Readiness Coordinator Fire Chief
      • Maintains site emergency response and emergency management capabilities
      • Provides leadership to the site emergency response team and site emergency response management functions
      • Plans develops implements and maintains emergency response team and training programs
      • Develops and Maintains the site emergency response plans procedures and policies to ensure effective fire and emergency response
      • Plans directs implements and conducts fire and emergency response training exercise and drill programs
      • Manages the emergency response and loss prevention budget
      • Provides incident leadership and supervision to emergency response teams
      • Represents site on company emergency response networks and with mutual aid organizations
      • Coordinates the work of safety health and fire protection contractors
      • Leads and participates on incident investigation teams as assigned
      • Position is subject the being on the on call duty rotation schedule and may be required to report to the site at unscheduled hours
      • Continuously assess and improve work processes to enhance efficiency and effectiveness throughout the commissioning and startup phase

      Min. Qualifications

      • High School Diploma or Equivalent.
      • Minimum of 5 – 7 years in a health & safety position with direct responsibility for emergency response and/or loss prevention programs to include emergency response team leadership
      • Associates or Bachelor Degree preferred
      • Knowledge of regulatory and industrial fire protection and OSHA compliance standards is preferred.
      • Successful candidate must have a demonstrated commitment to health, safety and emergency response work processes exampled by active participation in or leadership of various plant health, safety and emergency response committee activities
      • Must have demonstrated the ability to work in a team environment and prioritize the goals of the team ahead of own interests.
