      The CIO PMO is seeking a Staff level CIO Program Manager in support of Enterprise Services Program Manager (ESPM) functions in McLean, Virginia. The ESPM leads all aspects of implementing innovative Information Technology (IT) solutions that deliver value and supports the Global Sustainment and Modernization (GSM) Division strategic business initiatives. This includes leading all IT strategic planning and implementations, as well as the day-to-day IT activity across the GSM Division. In addition, the ESPM, in coordination with CIO service lines, is accountable for the coordination and delivery of all CIO services to the business partners.

      Responsibilities will include but are not limited to the following:

      • Act as the CIO ambassador to business leadership, functional organizations, and site employees and advocate to represent business unit/functional requirements and concerns to the CIO PMO management.
      • Coordinate with site business leadership and stakeholders to identify, plan, implement services to meet site, division, and sector strategic and tactical objectives.
      • Develop strong/empowered relationships with cross functional sector groups.
      • Oversee multiple programs and projects in support of the sector's shared enterprise services, IT and program security statement of work.
      • Liaison between enterprise services and sector / program senior management to ensure alignment of enterprise services and IT strategy, proposals, and execution of business requirements.
      • Effectively interact with members of the enterprise services, IT, and sector division and program leadership teams to optimize strategies in support of stated goals and objectives.
      • Provide direction leadership over enterprise services and IT systems activities in support of customer's strategy development and budget and cost management.
      • Oversee proposal development, staffing plan development, product and service acquisition and delivery, teaming relationships and communication activities, thereby ensuring timely and cost-effective delivery and customer satisfaction.
      • Lead a matrix team.
      • Information services may include the design, development, and analysis encompassing one or more of the following areas of technical expertise: IT systems and strategies, estimating and proposals, requirements development, systems and application integration, program security execution and compliance (including DFAR & Risk Management Framework) and related disciplines.

      Basic Qualifications:

      • Bachelor's Degree and a minimum of 14 years of experience; or Master's degree and 9 years relevant experience.
      • Problem solving with the integrated team including but not limited to the program manager, functional managers, and customers.
      • Must have familiarity with technical solutions, infrastructure implementations, process/project documentation, and/or liaison interfacings for large enterprise organizations.
      • Demonstrated ability to pro-actively identify issues and solutions to those issues and drives issues rapidly to closure.
      • Excellent executive level organizational, verbal, written and presentation skills.
      • Proficient in Microsoft Office applications, including Word, Power Point, and Excel.
      • Must have experience in leading projects.
      • Ability to travel up to 40% of the time.

      Preferred Qualifications:

      • Broad background in IT Infrastructure, business applications and operations.
      • Ability to perform risk & opportunity analysis and prepare detail cost presentations.
      • Full Cycle experience working IT infrastructure projects.
      • PMP Certification.
      • Agile and/or Scrum Certification.

      Salary Range: $146,300.00 - $219,500.00

      The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

      Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
