      Summary

      The Supervisory Financial Specialist position is in the Department of Administrative Services (DAS), Financial Management Office (FMO), Financial Innovations Division, Financial Solutions Branch, Financial Applications Section. FMO is responsible for financial management for the federal Judiciary including accounting, reporting, and investments.

      This vacancy announcement is open to current employees of the federal judiciary (AO or U.S. Courts) nationwide. This position is eligible for full-time remote telework. The selectee of this position may be assigned to an official duty station within or outside the Washington, DC commuting area. Accordingly, pay will be set based on the locality area/official duty station assigned.

      Duties

      The Administrative Office of the U.S. Courts (AO) is seeking a self-motivated, experienced Supervisory Financial Specialist professional to serve as the Financial Applications Section Chief in the Financial Innovations Division (FID). FID supports the Judiciary's strategic transformation efforts by assessing, recommending, and implementing financial management business practices and applications. FID analyzes and implements the Government Accountability Office's (GAO) guidance, Department of Treasury regulations, and government-wide accounting modernization initiatives. This position will report directly to the Chief of the Financial Innovations Division in the Financial Management Office.

      The duties of this position include, but are not limited to:
      1. Managing, supervising, and evaluating the performance of staff, ensuring operations are performed accurately and in a timely manner.
      2. Providing technical and administrative supervision to the staff responsible for bankruptcy and restitution financial applications, processes, and systems.
      3. Reviewing work papers and reports to evaluate quality, effectiveness, and adherence to policies and standards.
      4. Researching, identifying, planning, implementing, and supporting financial system, business process improvement, and modernization efforts.
      5. Creating, submitting, and reviewing reports from complex financial systems required by senior management, financial managers, program offices, or customers.
      6. Preparing reports, correspondence, recommendations, manuals, and regulatory or procedural guidance.
      7. Reviewing and interpreting legislation, reports, and recommendations, including Department of Treasury and Government Accountability Office (GAO) guidance, to address system deficiencies and ensure compliance with requirements.
      8. Reviewing and prioritizing system change requests, documenting requirements, conducting testing, and supporting system deployments.
      9. Performing studies, reviews, and assessments of financial management programs and systems throughout the Judiciary.
      10. Providing consultations, analysis, advice, and recommendations to the courts on financial and programmatic management.
      11. Identifying emerging problems, providing system assurance, and ensuring data integrity.
      12. Researching and applying management principles of system analysis, design, and development.
      13. Coordinating with other AO offices to ensure effective integrated and support.
      14. Building relationship with management components, working groups, and other appropriate organizations.
      15. Developing and implementing customer service assessment procedures.

      7. If appointed to a temporary position, management may have the discretion of converting the position to permanent depending upon funding and staffing allocation.


      Qualifications

      Applicants must have demonstrated experience as listed below. This requirement is according to the AO Classification, Compensation, and Recruitment Systems which include interpretive guidance and reference to the OPM Operating Manual for Qualification Standards for General Schedule Positions.

      Specialized Experience: Applicants must have at least one full year (52 weeks) of specialized experience which is in or directly related to the line of work of this position. Specialized experience must demonstrated experience in ALL areas defined below:
      • Knowledge of accounting theories, practices, procedures, and policy supporting financial program operations and systems.
      • Experience applying innovative approaches, identifying emerging problems, and using advanced techniques or methodologies on complex technical and systemic problem areas.
      • Experience reviewing, analyzing, and interpreting applicable legislation and guidance, including Treasury and GAO guidelines for system compliance or development.
