- Collaborates on the development of new procurement and contract administration programs for externally funded acquisitions to support the strategic direction of Grant PUD and to ensure compliance with all federal and state regulations and Grant PUD policies and procedures.
- Develops and provides initiative specific procurement training to Grant PUD staff to increase awareness and knowledge of procurement policies and procedures, and to ensure compliance with all federal and state regulations and Grant PUD policies and procedures.
- Provides technical leadership, guidance, and subject matter expertise to Grant PUD staff on federal, state, and local procurement regulations, policies, processes, and procedures as related to externally funded acquisitions and strategic initiatives.
- Drafts and revises contract provisions, forms, policies, processes, and procedures for supply chain initiatives and other requirements as authorized by new legislation and/or 2 CFR 200.
- Participates in the design, development, and implementation of a Supplier Diversity Program and Green Purchasing Program.
- In partnership with the with the Supply Chain Supervisor and Supply Chain Strategy Development Team, performs Supplier Diversity Program and Green Purchasing Program management and administration functions including, but not limited to:
- Providing Supplier Diversity and Green Purchasing subject matter expertise to Grant PUD employees.
- Conducting Supplier Diversity and Green Purchasing related research and maintaining knowledge of current best practices.
- Developing and maintaining Supplier Diversity Program and Green Purchasing processes, tools, and resources for Grant PUD employees and applicable external stakeholders.
- Reviewing RFQs, RFPs, Bid Documents, Purchase Orders and Contract Documents to ensure current Grant PUD Supplier Diversity and Green Purchasing provisions and policies are incorporated.
- Providing contractor Supplier Diversity and Green Purchasing outreach and education.
- Providing Supplier Diversity and Green Purchasing education and training for Grant PUD employees and applicable external stakeholders.
- Facilitating collaboration related to Supplier Diversity and Green Purchasing with and between internal and external stakeholders.
- Oversight of contractor compliance with Supplier Diversity and Green Purchasing requirements, as applicable and within Program capabilities.
- Participating in internal and external committees and/or initiatives aligned with the Supplier Diversity Program and the Green Purchasing Program.
- Performs periodic audits of procurement files to ensure proper compliance documentation as related to Supplier Diversity, Green Purchasing, and externally funded acquisitions is maintained in accordance with applicable laws and internal directives.
- Collaborates with business users to understand their needs, requirements, and capability gaps and then strategizes, designs, and implements solutions to maximize efficiency and minimize Grant PUD’s exposure to risk.
- Identifies and implements improvement opportunities within the supply chain function and engages in larger department transformation initiatives to improve supply chain performance.
- Identifies and implements strategic sourcing strategies to increase Grant PUD’s supplier base and establish long-term relationships with the supplier community to build supply chain resilience and reliability.
- Applies change management concepts and approaches for successful initiative implementation.
- Maintains awareness of new trends, developments, laws, regulations, and best practices related to supply chain functions, related technology, and program activities.
- Participates in annual reviews of initiative specific supply chain policies to ensure policies are current and coordinated with other supply chain and supply chain related policies.
- Participates in the research and review process for responses to State and Federal audits, protests, inquiries that require management responses, conflicts of interest determination, and other high visibility requests.
- Effectively and consistently communicates goals, priorities, status of work and performance to the Supply Chain Supervisor, Strategy Development.
- Assumes responsibilities of the Supply Chain Supervisor, Strategy Development when necessary and as directed.
- Demonstrates a commitment to Grant PUD’s mission, vision, values, strategic plan and Grant PUD / IBEW Local 77 Code of Excellence. The incumbent is familiar with these organizational priorities and behaves in a way that aligns with these expectations.
- Understands and adheres to compliance requirements for this position that may include laws, regulations, security guidelines, Grant PUD policies & procedures.
- Actively participates in all aspects of our safety program, including but not limited to:
- Following all safety policies and procedures;
- Alerting supervisors and coworkers to unsafe or hazardous working conditions;
- Reporting any safety incidents or close calls within 24 hours to your supervisor; and
- Accepting feedback from supervisors and coworkers regarding your own safety performance.
- A bachelor’s degree in business or related
- Five or more years of progressive responsibilities in public procurement, data analysis, business operations, project management, program management, risk management, policy management, and/or local government administration.
- An equivalent combination of experience, education, and/or training demonstrating an aptitude to learn and perform the required duties and responsibilities may be considered.
- Experience in project management, program management, or grants management.
- Experience preparing complex contracts and agreements.
- Experience in data analysis and forecasting tools and ability to develop actionable insights from data.
- Experience working in an electric utility or publicly owned setting.
- A valid driver’s license with no restrictions
- ISM, UPPCC, NIGP or other approved Supply Chain or Procurement Certification
- Comprehensive understanding of methods, principles, and practices of purchasing and contracting, and regulatory requirements in the public sector.
- Familiarity with contracting laws, regulations, and best practices.
- Familiarity with Uniform Guidance for Federal Awards (2 CFR 200), specifically, Subpart D, Procurement Standards.
- Familiarity with supplier diversity programs and green purchasing programs.
- Strong problem-solving, research, and analytical skills.
- Excellent verbal and written communication skills and the ability to interact professionally with a diverse group of internal and external partners.
- Ability to work effectively in a complex and dynamic work environment, working independently on complex tasks and non-routine matters.
- Strong organizational and time management skills.
- Highly developed attention to detail.
- Proficient in the use of Word, Excel, Outlook, SharePoint, PowerPoint, Acrobat.

- Per Grant County PUD policy all employees are required to work at their designated headquarters at least two days per week.
- Majority of work is performed in a standard office setting.

Salary: $81,727.36- $131,582.88

Position Summary
Under limited supervision and broad direction, this position supports development and implementation efforts for strategic supply chain initiatives; working in partnership with the Supply Chain Supervisor, Strategy Development and the Supply Chain Strategy Development Team to ensure successful initiative execution. This position supports the continuous improvement of supply chain processes and procedures and is responsible for collecting, analyzing, and interpreting supply chain performance data, identifying trends, and providing recommendations for action plans to reduce costs, improve efficiency, and minimize risk. Other responsibilities include demand forecasting, procurement planning, strategic sourcing, and Supplier Diversity and Green Purchasing program administration and management. The Supply Chain Analyst closely collaborates with other supply chain and procurement professionals to coordinate all aspects of strategic supply chain initiatives and process optimization and participates in cross functional teams to achieve Grant PUD business objectives.
