      The Department of Community Justice is seeking a Supportive Housing Services Advisor (Program Specialist Senior Job Classification) to help support our efforts to support the houseless. The Supportive Housing Services (SHS) Advisor position is part of a team of senior-level program specialists representing key county departments - the Joint Office of Homeless Services, The Health Department, the Department of Community Justice and the Department of County Human Services.

      The team will work collaboratively to accomplish annual Metro SHS Program goals by leading the design, development, implementation, and coordination of cross-departmental resources, programs, and services to effectively meet the needs of justice involved individuals (JII) experiencing and at risk of experiencing homelessness.

      As the departmental spokesperson for the SHS program, the SHS Advisor will bring expert-level knowledge of supportive housing service needs and systems of care for populations served by their department, make recommendations to department leadership about current and potential SHS investments to address gaps and enhance supportive housing services for those populations, and engage in interdepartmental communication, coordination, and planning.

      This position will also be in collaboration with the Joint Office of Homeless Services (JOHS) which was established in 2016 to oversee the delivery of services to people experiencing homelessness in Multnomah County. The office represents a shared commitment between Multnomah County and the City of Portland to make services easier to access for those in need.

      Your responsibilities include, but are not limited to:

      Program Planning

      • In collaboration with the coordination team, lead planning and development of cross-departmental programs and services.

      • Working with County department staff and leadership, develop annual community-informed strategies and recommendations for new/expanded cross-departmental programs and services.

      • Develop investment recommendations that are aligned with the values of the Metro Supportive Housing Services Program.

      • Use investment recommendations to inform the annual County budget process.

      • Work with a team to develop strategies for the expansion of culturally specific services within departmental and cross-departmental services and programs.

      • Work with team and County departments to develop strategies for cross departmental program/services data sharing and collection, including through the County’s SCoPE program.

      Program Implementation Project Management

      • Work across the coordination team and within the department to lead the annual implementation of new and expanded programs and services. This includes leading the project management of these programs through work plans and other accountability mechanisms.

      • Represent coordination team and department while leading program design & planning with a broad range of internal and external stakeholders.

      • Provide regular implementation updates to Multnomah County’s Supportive Housing Services Program Advisory Body.

      • Work with the team and SHS Data/Evaluation Team to regularly review and analyze program outcome data.

      The SHS Advisor works in a unique cross-departmental leadership role guided by Multnomah County’s SHS Local Implementation Plan. However, the embedded nature of this position calls for some duties specific to each department. For DCJ, these include:

      • Coordinate with Division and Department leadership to identify needs and priorities pertaining to supportive housing.

      • Act as liaison between the County-wide SHS efforts, DCJ leadership and staff across the department who are engaged in housing efforts.

      • Develop understanding of the diverse needs of communities served by DCJ and advocate for supported housing resources that are person/family-centered and culturally-appropriate.

      • Lead and conduct research and analysis of housing stability policies and programs.

      • Facilitate and/or support community and stakeholder engagement.

      • Develop reports and briefings for department and division leadership.

      • Develop understanding of department programs and identify opportunities for expansion or collaboration.

      • Serve as primary spokesperson for the Department of Community Justice for the SHS program.

      About the Adult Services Division:

      The Adult Services Division (ASD) promotes public safety and strives to reduce recidivism while supervising over 9,000 adults sentenced to probation or released from custody on parole. Adults on supervision are held accountable through a balance of supervision, services, and sanctions designed to develop necessary skills for success, while effectively using public resources. The Division works closely with community members and partners using research and proven methods to promote positive change in the adults we supervise.

      Minimum Qualifications/Transferable Skills*:

      • Bachelor's degree from an accredited college or university (Professional work at or near the level of this position can substitute year for year for the educational requirement.)

      • Three (3) years of experience that demonstrates the ability to perform the duties of the position

      • Must pass a thorough background investigation which includes, but is not limited to a review of applicant’s criminal, civil, driving, military, educational and employment history prior to employment.

      • Location: This position is designated as “hybrid telework,” meaning you will be working both remotely (from home) and in person at an onsite location. The designation of Hybrid Telework may be subject to change at any time. All employees must reside in Oregon or Washington; the county cannot support ongoing telework from other locations.
