      Technical facility management steering manager - Reports to Head of Asset & Property Management Hub CN &APJ - Based in Beijing, Shanghai - Full time position Mission: You are a technical expert driving the Facility Management (FM) and Facility Service (FS) strategy across China steering the overall delivery model, driving excellence in technical performance, interfacing with customers regarding technical aspects, and continuously optimizing the FM/FS costs and delivery in line with the defined Key Performances Indicators (KPIs). You manage the FM/FS service provider contracts covering the entire Siemens portfolio of owned & leased offices and factory locations. Tasks: • You drive the FM and FS strategy including make-or-buy decisions focusing on all technical aspects related to the continuous operations of factories and offices • You evaluate and select vendors and service providers with the support of Technical and Operational Property Management. • You cooperate and support in the global FM/FS projects, especially on technical expertise aspects, e.g., for power supply and energy management, heating ventilation & air-conditioning, mechanical-electrical-pluming (MEP) systems, firefighting systems, Building Management Systems, etc., as well as country-specific topics, supplier due diligence, data collection and validation, and contract negotiations. • You organize and manage the transition to service providers ensuring business continuity by establishing partnerships to SRE’s customers. • You steer the FM/FS service delivery and align the local strategy considering the global AM Strategy, including implementation of standards and guidelines. • You set, track, and steer targets for the FM/FS service provider to achieve defined goals. • You participate in contract negotiations and definition of conditions (e.g., scope, price, legal and compliance requirements, termination terms). • You identify and manage operational risks and initiate corrective actions to minimize negative impacts on FM/FS performance. • You act as the joint liaison with operational property manager to the FM/FS service provider management, customer’s management, and report about FM/FS topics to the Head of Hub and Heads of Regional Asset Management. • You conduct claim management and regular supplier evaluations together with Supply Chain Management (SCM) and other departments. • You have an overview of market developments, run market, and location analyses ensuring to be in line with the market. • You develop FM/FS strategies to optimize the service levels according to customer needs and market developments and drive cost and performance improvements proactively. • You maintain your knowledge and good understanding about technical, operational, and legal framework. • You drive innovation, digitalization, and sustainability measures in the FM/FS field by fostering a culture of innovation and help innovations to quickly become reality with clear benefits for customers and operations. • You establish a EHS Zero Harm Culture and ensure adherence to EHS, security, cybersecurity, and ESG principles, guidelines, and processes. • You ensure Compliance to internal and external rules and laws and conduct regular reviews. Required competencies: • Expert technical knowledge in Facility Management and Facility Services • Expert knowledge in technical products and systems including latest technology developments, affinity to IT and digitalization • Expert knowledge in negotiation skills, stakeholder management, contract management, and conflict management • Knowledge of Siemens business, organization, processes & internal customer requirements • Knowledge in multiple Corporate Real Estate disciplines, e.g., Asset & Property Management, Procurement of Real Estate Services & Legal aspects • Knowledge in financial and FM/FS controlling • Excellent communication skills, analytical skills, and social competency, • Academic degree in engineering or other advanced real estate / FM/FS-related technical degree preferred • Several years of professional experience with full responsibility in technical real estate functions • Fluent English and Mandarin language skills Organization: Siemens Real Estate Company: Siemens Ltd., China Experience Level: Experienced Professional Full / Part time: Full-time
