Job Summary: We are seeking a seasoned and results-oriented Technical Program Manager to lead the development and delivery of Enterprise SaaS applications specializing in Transportation and Logistics Management Systems (TMS). This role requires a mix of strong technical expertise, advanced program management skills, and a deep understanding of the SaaS Software Development Lifecycle (SDLC). The ideal candidate will be responsible for managing a $5M software development program, driving execution, and ensuring successful alignment with PMO processes, customer needs, and organizational objectives.

Essential Duties and Responsibilities:
Program Management and Delivery:

• Manage a $5M software product development program, overseeing two Project Managers executing subprojects.
• Lead the end-to-end planning and execution of complex technology projects within the SDLC, ensuring high-quality, timely, and cost-effective delivery.
• Align roadmaps, identify risks and dependencies, and implement mitigation strategies across multiple delivery streams and portfolios.
• Create and manage a cross-functional program plan under PMO guidance, integrating internal and third-party development resources.

Team Leadership:

• Collaborate with product management, IT, marketing, sales, and support teams to ensure smooth transitions from initiation to implementation and support.
• Manage onshore and offshore Agile development teams, fostering a culture of collaboration and accountability.
• Build strong working relationships with senior leadership, stakeholders, and resource teams to ensure successful program delivery.

Metrics and Reporting:

• Track and demonstrate program progress, resource utilization, and risk management using Earned Value and key delivery gates.
• Provide regular updates through status reports, dashboards, and structured stakeholder meetings.
• Utilize consistent metrics to inform prioritization and decision-making processes.

Qualifications:
Experience:

• 8+ years managing complex technology projects, with programs valued at $5M or more.
• Strong technical background, preferably with experience in software engineering, DevOps, or IT project management.
• 5+ years of experience in SDLC, Scrum methodologies, and scaled Agile practices.
• Proficient in Excel, MS Office, Smartsheet, and creating advanced reports and dashboards.
• Advanced skills in PowerPoint presentations for senior leadership.
• Expertise in cost modeling, capacity planning, budget tracking, and Earned Value concepts.
• Experience managing Jira, MS Teams, and Smartsheet for program control.

Leadership Skills:

• Proven track record of managing onshore-offshore Agile delivery models.
• Strong governance and dependency management to optimize organizational delivery.
• Exceptional communication skills for engaging stakeholders, technical project managers, and cross-functional teams.
• Skilled in coaching leadership and teams to resolve issues and align program performance with goals.

Education and Certification:

• Bachelor’s degree with 8+ years of relevant experience, or a master’s degree with 6+ years of experience.
• PMI PMP, SAFe Certification, or equivalent project management certification.

Preferred Experience:

• Experience managing freight movement, intermodal transport, or supply chain logistics.
• Background in software architecture, system integrations, and cloud-based enterprise SaaS applications.
• Strong client interaction skills.
