ECS is seeking a Technical Project Manager to work remotely.

Support the Department of Veterans Affairs (VA) Electronic Health Record Modernization Integration Office (EHRM-IO) as an Interoperability Technical Lead for the Office of Deputy Chief Information Officer (ODCIO) Interoperability pillar to coordinate cross disciplinary team and project efforts for ensuring integrations, compatibility, healthcare semantics, informatics, and usability across multiple platforms, as required for the full EHR modernization effort, are met.
• Serve as technical leader in support of ongoing operations and continued monitoring for joint EHR platforms, with integrated interfaces.
• Acts as highest-level technical expert, addressing problems of systems integration, compatibility, healthcare semantics, informatics, and interoperability of multiple platforms.
• Identify potential technical risks to large scale system to system interface efforts.
• Support any Major Incident, or other response efforts and support the identification of root causes, courses of actions and potential solutions.
• Monitor scalability, availability, performance, and engineering best practices for a large-scale EHR system and data warehouse and make recommendations to support multiple concurrent deployments.
• Assess, validate, and optimize end-to end systems and architecture. Provide guidance to government executives and technical teams on issues, best practices, and optimal methods.
• Support in-depth engineering analysis on interoperability systems and conduct analyses to understand technical impacts of changes. Support ad hoc engineering analyses in response to incidents to analyze optimization opportunities.
• Assess and make recommendations for mitigating technical risks and issues related to interoperability platforms. Analyze, formulate, review, and recommend critical decisions to client.
• Possess excellent oral and written communication skills. Experience with presenting technical solutions to senior-level executives.
• Coordinate with vendor on go-lives and support go live pre-and post-activities to ensure success.
• Review technical project documents, deliverables and plans for completion and advise to the client.
• Research solution architecture, technical design tools, and technology stack for data exchange infrastructure, review proposed data exchange strategy and architecture that encompasses patient identity, data standards, applications, infrastructure, and services, and lead the team to conduct gap analysis of infrastructure and architecture. Evaluate alternatives and makes recommendations about the Interoperability solution architecture.
• Able to comprehend and integrate technical, management, and policy issues into client solutions and lead small working groups.
• Experience with systems engineering technical principles, including requirements development and functional analysis.
• Assist government PMs in developing/updating a Project Work Statement (PWS) and deliverables, in overseeing and ensuring project execution, conformance and completion of the PWS project scope.

Salary Range: $120,000 - $135,000
