      THECB is observing a hybrid telecommuting schedule with employees required to be in the office at least two (2) days per week.
      We are located at the George Herbert Walker Bush building located in the capitol complex at 1801 Congress Ave. Austin, TX 78701.

      General Description:
      Performs complex financial aid processing and quality assurance activities for the Financial Aid Services (FAS) team. This position is responsible for processing various aspects of financial aid, with a focus on supporting students and institutions in the administration of state financial aid programs. Key duties include handling application processing, managing payments and refunds, preparing reports, and reconciling accounts. The role requires troubleshooting issues, responding to inquiries from customers while maintaining compliance with the Family Educational Rights and Privacy Act (FERPA) to safeguard student privacy. Working under general supervision, this position allows for considerable latitude of initiative and independent judgment in decision-making. The individual in this role will report directly to the Assistant Director, Financial Aid Services.

      General Duties and Responsibilities:
      • Reconciles account records with Microsoft Excel spreadsheets (e.g., program ledgers).
      • Reconciles encumbrances, disbursements, budget adjustments, and other program activities to ensure accuracy.
      • Reviews disbursement requests, verifies information, evaluates eligibility, and maintains program ledgers.
      • Reviews refund documentation to ensure accuracy and prepares appropriate electronic transactions.
      • Conducts eligibility reviews for scholarship, exemption, and waiver programs.
      • Process forms to ensure required materials and eligibility information are complete and accurate.
      • Creates electronic contracts, invoices, certificates, rosters, and letters necessary for verifying program eligibility, disbursing and refunding program funds.
      • Performs accurate record-keeping and basic financial accounting to ensure that program funds are appropriately managed.
      • Develops and executes ongoing reporting activities to inform management of operations and activities in the state financial aid programs.
      • Monitors spending within the various programs and advises management of anomalies and other activity that could potentially result in under- or over-spending.
      • Uses various software to monitor programs and develop reports and other documents.
      • Research problems and recommend solutions to management.
      • Maintains database to accurately record and determine reliability of all funds awarded.
      • Oversees and reviews grant-related activities and customer interactions within Student Financial Aid Programs to ensure accuracy, compliance with policies, rules, and statutes, and timely completion in line with established expectations.
      • Responds verbally and written to inquiries on administrative rules, statutory requirements, and other elements impacting eligibility.
      • Contacts students, parents, and institutions to clarify and resolve discrepant information.
      • Provides guidance and acts as subject matter expert for the state financial aid programs.
      • Provides support to students, parents, and institutions through the FAS telephone hotlines.
      • Applies appropriate Family Educational Rights and Privacy Act (FERPA) standards at all times.
      • Performs related work as assigned.

      Knowledge, Skills, and Abilities:
      • Knowledge of state and federal laws, rules, regulations, policies, and procedures affecting student financial assistance, and the ability to understand and appropriately interpret and apply that knowledge.
      • Knowledge of generally accepted accounting principles, procedures, and practices.
      • Knowledge of office practices, administrative procedures, and customer service principles and practices.
      • Knowledge of business English, grammar, spelling, punctuation, and writing fundamentals including proofing and editing documents.
      • Skill in preparing, maintaining, reconciling, and analyzing fiscal transactions and accounts.
      • Skill in using general office equipment (personal computers, Microsoft Office suite, scanners, calculators, multi-line telephone systems, etc.) to effectively address customer needs, create correspondence, and accurately complete mathematical calculations.
      • Skill in reviewing materials for accuracy and efficiently identifying, researching, and correcting errors.
      • Ability to research, understand, and appropriately interpret and apply state and federal laws, rules, regulations, policies, and procedures affecting student financial aid programs.
      • Ability to verbally communicate information in a clear, organized, and concise way in both spoken and written form.
      • Ability to take initiative, work independently, and exercise sound judgment in making decisions.
      • Ability to accept and follow instructions given in a variety of forms.
      • Ability to work cooperatively and effectively in a team environment, and to handle conflict appropriately.
      • Ability to prioritize work, handle multiple tasks efficiently, and work under pressure in a high-volume work environment, while maintaining a high level of accuracy.
      • Ability to interact with customers in a professional and courteous manner at all times, utilizing available resources to achieve one-call resolution to customer concerns.
      • Ability to listen effectively, understand customer inquiries, and ask probing questions to gather customer information.
      • Ability to adhere to strict rules for confidentiality.

      Required Minimum Education and Experience:
      • Bachelor’s degree from an accredited college or university.
      • Three years of full-time experience working with student financial assistance programs.
      • Six additional months of full-time work experience demonstrating progressively increasing responsibility with student financial aid programs may substitute for 15 semester hours of required education, up to four years.

      Preferred:
      • Knowledge of state and federal laws and regulations related to student financial aid programs administered by the Coordinating Board gained through experience administering Texas state financial aid programs.

      Work is performed in a standard office environment and requires:
      • Regular, reliable, and punctual attendance at work;
