Federal employees who meet the definition of a "surplus" or "displaced" employee. - Plans, coordinates, and evaluates overall policies, procedures, and objectives as related to the transportation management program function.
- Develops or updates various branch programs and resolves controversial and complex program issues.
- Accomplish transportation shipment orders or bills of lading; review and approve such orders; and review and certify invoices for payment for transportation services provided to GSA. Work involves use of DOD transportation systems, USTRANSCOM commercial air channel processing systems, related commercial carrier systems, and interfaces with GSA processing systems. This work is performed to assure full Global Supply processing capability as needed in a variety of settings but especially to assure OCONUS GSA mission success.
- Reviews, analyzes and evaluates Government accounting Office and GSA Office of Audit Reports and other external/internal decisions made for their impact on transportation management policies and programs of the Government; prepares proposed GSA support or opposition statements.
- Develops and maintains close relations with key representative of the transportation industry and with officials of civilian and military agencies to ensure coordination of operations and to seek innovative methods that will further enhance Federal programs.
- Works closely with Acquisition Staff in the development of performance-based statements of work and requirements definitions for transportation program and serves as the Contracting Officer's Technical Representative (COTR) on a variety of transportation programs.

- Comprehensive knowledge of legislation/regulations affecting transportation related activities to resolve very complex or sensitive transportation problems and the implementation of new developments and technology.
- Ability to access and use Department of Defense Transportation processing systems, United States Transportation Command (USTRANSCOM) commercial air processing systems, and related carrier systems as these relate to shipments via air and surface solutions to GSA customers globally.
- Knowledge of the National Supply System in the execution of aspects of worldwide federal supply logistics operations.
- Ability to conduct evaluations, data analyses and apply methodologies and concepts associated with transportation programs to determine their operational and economic feasibility, identify new areas for improvement or develop innovative approaches, and recommend improvements to establish centralized management.
- Ability to communicate in writing to document facts/findings in clear, concise reports and verbally to make oral presentations to top agency officials, customer agencies, industry executives, or members of Congress in order to convey detailed findings and proposed recommendations.
- General knowledge of contracting regulations especially those associated with contracting for services to serve as Contracting Officer's Technical Representative.

Summary
As a Transportation subject matter expert, you will identify, respond, and resolve various situations relating to GSA's supply chain and movement of customer orders world-wide, especially movement via the Defense Transportation System.
Location of Position: Federal Acquisition Services (FAS), Office of General Supplies and Services Categories (GSS), Office of Supply Chain Management (SCM), Supply Operations Division. The duty location of this position will be determined upon selection.

GS-13:
The GS-13 salary range starts at $103,409 per year. Locality pay will be determined once the selectee's duty location has been established.
To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.
Specialized experience is experience collecting data from various sources; managing studies; and conducting analysis to identify trends, strengths and opportunities that will result in approved processes and programs in the transportation arena or similar supply chain components. This experience must include effectively communicating and presenting the decision-making process and conclusions that effect positive change and to a variety of different audiences.
