- Cycling and Pedestrian Projects (1 Temporary position) – Accountable for the integrated design and delivery of cycling and pedestrian infrastructure including new sidewalks, and on and off street bikeways.
- Capital Projects and Program (2 Permanent positions) – Accountable for the planning, programming, prioritization and development of the division's 10-Year Capital Program capital program and initiation of capital projects including active transportation, surface transit, road safety / Vision Zero, and other types of roadway projects.
- Undertakes technical analysis related to transportation asset conditions and needs, determines capital requirements and supports the development of the annual and multi-year active transportation and road safety capital works programs.
- Identify active transportation or road safety infrastructure requirements for streets and intersections and prepare concept option(s), including materials that document and illustrate the concepts and their rationale (such as cross sections, concept plans, and slide presentations).
- Prepare and review drawings, engineering studies, specifications, plans and cost estimates to support planning and delivery of capital geometric safety improvements, cycling infrastructure and sidewalks.
- Manage in-service safety reviews, road safety audits, analysis of safety data and development of safety project prioritization frameworks using an equity centered approach.
- Prepare engineering analysis, evaluate and recommend new systems, work procedures and technologies.
- Estimate, prepare and manage contracts and rosters for the design and delivery of multi-modal engineering projects
- Perform site visits for preliminary assessments, safety reviews, and inspections of capital projects
- Prepare Committee and Council reports, presentations, Request for Proposals, Request for Quotations, contract plans, specifications and estimates for tenders. Evaluate tendered bids, makes recommendations for award of contracts, review and prepare change directives and payment certificates.
- Oversee and evaluate the work performance of external service providers and contractors with respect to quality, timeline, cost and completion of required tasks.
- Ensures work is undertaken in a manner that complies with and supports City compliance with the Ontario Occupational Health and Safety Act (OHSA), Ontario Traffic Manual and other relevant codes and regulations and City policies.
- Maintain an up to date knowledge of technological developments, corporate policies, practices and guidelines, legislation and initiatives by other jurisdictions in the field of multi-modal road engineering including but not limited to Vision Zero approach to traffic safety, geometric design (e.g., TAC, NACTO), multi-modal traffic engineering and analysis, and transportation equity.
- Understand the intersection of equity and transportation engineering process.
- Liaise with and resolve conflicts with internal and external stakeholders, members of public, developers, consultants, stakeholders, councillors, other divisions and government agencies about projects, programs and developments.
- Develop new guidelines and specifications, modify established guides, and apply existing criteria in new manners to design and deliver roadway design projects, with an emphasis on high quality bikeway, Vision Zero safety, public realm, and surface transit projects.
- Manage assigned programs and projects, ensure effective teamwork, communication and high standards of work quality to advance the initiatives of the unit in a complex municipal environment.
- Must be a professional engineer in good standing, or eligible to register as professional engineer, with Professional Engineers Ontario (PEO) prior to the start date.
- University degree in civil engineering, or in a professional discipline related to the job function combined with relevant experience, or equivalent combination of education and experience. Education and experience in multiple disciplines is an asset.
- Experience in applying traffic engineering concepts and complete streets principles and designs as they relate to all modes of transportation and all aspects of transportation including road safety, accessibility, connectivity, maintenance, placemaking, and sustainability.
- Experience in applying the principles of multi-modal engineering and transportation equity goals in addition to Municipal, Provincial and National standards, specifications and guidelines related to urban sustainable traffic, roads, road safety, trees, and streetscapes.
- Knowledge of Ontario Highway Traffic Act, Ontario Traffic Manual, the Occupational Health and Safety Act, Accessibility for the Ontarians with Disabilities Act and any other legislation related to the job.
- Highly developed personal, interpersonal, communication and team skills to collaborate and work effectively with contractors, colleagues, elected officials, consultants, developers, the public and other internal and external clients and stakeholders.
- Experience in the preparation, tendering, award and management of construction tenders and blanket contracts would considered an asset.
- Proficiency in computer software and using one or more of Synchro, Autodesk AutoCAD, Autodesk Civil 3D, Bentley Microstation or InRoads and the application of AutoTURN in developing functional and detailed geometric designs would be an asset.
- Proficiency using ArcGIS to analyse data to inform strategic project planning and capital coordination decisions would be an asset.

Job DescriptionTransportation Services is seeking Transportation Engineers for the planning, analysis, design, implementation and contract management of complex multi-modal quick build and civil reconstruction capital projects across Toronto. In these positions, you will help to shape the future of Toronto's streets with a focus on safety and comfort for people walking, cycling and taking transit and work with internal and external partners at the forefront of design, implementation and process innovation.

The Project Design and Management Section undertakes a variety of projects across seven units. The two units hiring include:
As a Transportation Engineer in the Cycling & Pedestrian Projects Unit, you will oversee and guide the design and delivery of multi-modal projects that help advance goals in adopted City policies like TransformTO, RapidTO, Vision Zero Road Safety Plan, Cycling Network Plan, Missing Link Sidewalk Policy, and Toronto’s COVID-19 Recovery and Rebuild Strategy. You will primarily be responsible for estimating, preparing and managing contracts and rosters for the design and delivery of multi-modal engineering projects, supporting Senior Engineering staff. You will also lead and support Senior Project Managers and other design/delivery staff to plan, investigate and design multi-modal projects, prepare reports and make recommendations for transportation projects and initiatives.
As a Transportation Engineer in the Capital Projects and Program Unit, you will provide professional and technical support to develop and update plans such as the Cycling Network Plan and Vision Zero Road Safety Plan, identify the scope and timing of planned capital projects, assess initial feasibility of capital projects including development of conceptual designs, and contribute toward projects led by other units and entities, ensuring alignment with and realization of overall plan and program objectives and benefits. You will identify the scope and timing of planned capital projects, develop conceptual in-house designs, lead or support consultant-led design assignments, and review or develop designs through an active transportation and road safety lens as part of master plans, development applications, transit projects, and other divisional or corporate initiatives. One position will be focused on active transportation and one position will be focused on road safety.
Transportation Engineers in these units are expected to plan, coordinate, design and review multi-modal projects within an urban environment, develop/review technical guidelines, policies and standards, coordinate with other municipal infrastructure and delivery agents and communicate with internal and external stakeholders and the public.
