- Participates as a member of the division management team. Contributes to the development and implementation of departmental financial strategy, goals, objectives, policies, procedures and service standards. Monitors the operations of the water and sewer enterprise funds, procurement, records, and general administration functions of the Utilities Department.
- Supervision
- Develops, communicates, and implements work group strategy in alignment with broader organizational strategy.
- Drives continuous work group performance improvement and provides training and competency development opportunities.
- Facilitates work group critical competency development and training.
- Recruits and selects the best talent to meet current and future support needs.
- Empowers others to deliver tasks while monitoring and supporting their performance.
- Ensures all work group personnel understand and follow programs, policies, and procedures.
- Financial Management
- Supports and assists the Utilities Business Solutions Deputy Director and the Business Analyst in management and strategy to develop the financial aspects of the department which include, but are not limited to: long-term financial planning; developing and monitoring the Utilities budget; coordinating funding needs and requirements with Utilities Director; approving expenditures; maintaining records; and preparing financial reports.
- Manages the financial elements of Utility which include, but are not limited to:
- Development of the departmental budget under the guidance of the Director and in collaboration with the Utilities Executive Leadership Team.
- Development of long-term financial and capital planning.
- Discussion of capital improvement programs and their financial impacts on the department.
- Work in conjunction with City of Englewood Finance department on securing funds from common debt funding sources including:
- WIFIA
- State Revolving Fund
- Municipal Bond Market
- Grants
- Maintenance of Water and Sewer rate and fee models.
- Ability to describe rate design process to multiple audiences.
- Understanding and development of cost of service models.
- Coordinate activities of utility finance consultants.
- Determination of common sources of utility revenues.
- Review and tracking of important key performance indicators.
- Project Management
- Provides programmatic and project management support to the organization, including but not limited to continual improvement initiatives, strategic planning, special projects, operational training and improvements, and asset management.
- Builds and develops the project team to ensure maximum performance, providing purpose, direction, and motivation.
- Leads projects from requirements definition through deployment, identifying schedules, scopes, budget estimations, and project implementation plans, including risk mitigation.
- Coordinates internal and external resources, ensuring projects remain within scope, schedule, and defined budgets, in collaboration with project staff from various functional departments.
- Analyzes project progress and, when necessary, adapts scope, timelines, and costs to ensure that project team adheres to project requirements.
- Administration
- Management of City of Englewood City Council, and Water and Sewer Board Communications.
- Manages logistics and prepares communications materials for workshops, conferences, and events.
- Maintains and refines internal business processes and coordinates internal and external resources to expedite workflows.
- Identifies and conducts trainings on specific business processes for Utilities staff.
- Maintains comprehensive and accurate records in compliance with the Utilities records requirements.
- Coordination and administration of utility public outreach and education programs and activities.

- Education: Bachelor’s degree in Public Administration, Business Administration, or Finance. Formal leadership training.
- Work Experience: Minimum of 3 years of increasingly responsible experience in Business Administration with diverse stakeholder groups. Public sector experience is preferred.
- Certifications and/or Licensures: Project Management certification is preferred.
- Required Driver’s License: Valid Colorado driver’s license and a clear or acceptable MVR
POSITION SUMMARY
The Business Solutions manager leads the work group responsible for providing general administrative, procurement, and financial management to the Utilities department. This position requires a broad knowledge of complex enterprise business processes, municipal governance and programs, public finance and budgeting, communications and policies across multiple channels. This position exemplifies a high level of professionalism, discretion, technical skill, financial acumen, and strong written abilities.
The Business Solutions manger operates with significant latitude for independent judgment, initiative, and decision-making. This position must be comfortable using various computer software programs, including but not limited to Microsoft Office (expert level in Excel), Tyler New World, UKG (HRIS), and others.
This position is located at City of Englewood Civic Center.

Reports to: Deputy Director – Business Solutions
Direct Reports: Two Business Support Analysts, Business Analyst (may flex in the number of direct reports based on organizational need)

SALARY RANGE
$109,186 - $163,778/Annual Salary
