      Utility Coordinator II:

      Coordinates and performs technical work related to new utility installations and state and/or federally funded utility adjustments and relocations. Work requires contact with private entities and governmental agencies. Employees at this level perform work independently on assignments; however, all unusual issues are referred to the supervisor.

      Utility Coordinator III:

      Coordinates and performs technical work related to new utility installations and state and/or federally funded
      utility adjustments and relocations. Work requires contact with private entities and governmental agencies.
      Employees at this level work independently on assignments; however, all unusual issues are referred to the
      supervisor.

      Essential Duties:

      Utility Coordinator II:

      • Implements and interprets Department policies and procedures as they relate to utility adjustments,
        relocations, negotiations, reimbursements and compliance with applicable state and federal laws.
      • Meets with utility representatives and other entities to explain the utility accommodation policy and
        relocation and reimbursement processes, negotiate, answer questions and to resolve problems.
      • Monitors the installation/removal, adjustment or relocation of utilities.
      • Performs legal and/or technical review analysis of schematics, utility adjustment plans and cost
        estimates, maps, surveys, field notes, property descriptions, pre-appraisal and appraisals, titles,
        deeds, legal and curative instruments and/or exhibits.
      • Reviews agreements, plans, specifications and billings submitted by the utility companies.

      Additional duties for Utility Coordinator III:

      • Researches problems and coordinates solutions regarding program processes and procedures;
        prepares correspondence.
      • Reviews current projects for progress and pending projects for planning purposes; advises and trains
        other on policies and procedures.
      • Measures, coordinates and calculates payments such as betterment ratios, eligibility percentages,
        supplements, market value comparisons and relocation costs.
      • Prepares utility adjustment assembly folder to include all pertinent data and handout materials;
        prepares report for approval.
      • Performs other job responsibilities as assigned.

      Minimum Qualifications:

      Utility Coordinator II:

      Education: High School Grad or Equivalent in general education.

      Experience: 1 year of experience in utility, transportation or construction-related activities. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related technical training or education from an accredited institution may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

      Utility Coordinator III:

      Education: Bachelor's Degree in any discipline

      Experience: 2 year of experience in utility, transportation or construction-related activities. (Experience can be satisfied by fulltime or prorated parttime equivalent). Related technical training or education from an accredited institution may be substituted for experience on a year per year basis. Substitutions for Minimum Qualifications

      Licenses and Certifications: Valid driver’s license. This position requires driving a state vehicle.

      Competencies:

      Utility Coordinator II:

      • Standard procedures relative to planning, construction and engineering fundamentals
      • Principles of utility coordination and associated terminology
      • Manages conflicts quickly, expressing opinions directly and determining resolution in order to
        advance work and maintain effective relationships
      • Negotiating settlement of differences without damaging relationships; applying effective questioning
        and listening techniques to determine other parties' positions in a direct and diplomatic manner
      • Reading and interpreting applicable plans, schematics, blueprints and maps
      • Coordinating labor, materials and equipment
      • Analyzing and organizing business and technical data
      • Using computers and applicable programs, applications and systems

      Additional competencies for Utility Coordinator III:

      • The utility industry and applicable laws, rules and regulations
      • Leading, assigning, reviewing and monitoring the work of others.

      Physical Requirements and Working Conditions:

      • Subject to inside and outside environmental conditions
      • Required to wear protective gear-respirator, hard hat, or other device
      • Light work: Lift up to 20 lbs at a time and frequently lift or carry objects up to 10 lbs
      • Balancing-walking, standing, crouching on various surfaces without falling
      • Reaching-extending hand(s) and arm(s) in any direction
      • Fingering-picking, pinching, typing; working primarily with fingers rather than whole hand
      • Talking-expressing or exchanging ideas by spoken words
      • Hearing-perceive sound at normal speaking levels;receive information by oral communication
      • Visual Acuity-operate motor vehicles and/or heavy equipment
      • Visual Acuity-determine work quality/make general observations of facilities/structures
