      Job Description:

      WEBSITE

      • Design and update web pages for multiple HHS websites.

      • Provide analytics reports to HHS to help drive viewership and review feedback to improve the usability and functionality of the websites.

      • Develop new web services and features to enhance the look, feel, and overall customer satisfaction with the web and social media presence.

      • Conceptualize original ideas that bring simplicity and user friendliness to complex design roadblocks.

      • Establish and promote design guidelines, best practices and standards.

      • Writing and editing content; selecting and editing photographs for inclusion.

      • Understanding of the coding and software used in the Montgomery County Government responsive design template (DTS).

      • Proven web design/development experience.

      • Demonstrable graphic design skills.

      • Solid experience in creating wireframes, storyboards, user flows, process flows and site maps.

      • Proficiency in Photoshop, Illustrator, or other visual design and wire-framing tools.

      • Proficiency in HTML, CSS, and JavaScript for rapid prototyping.

      • Excellent visual design skills with sensitivity to user-system interaction.

      • Ability to solve problems creatively and effectively.

      • Up-to-date skills with the latest web trends, techniques, and technologies including animation, multimedia design, and video and audio.

      • Working experience with web responsive design software; such as Frontend or Bootstrap.

      Contract staff will work closely with the Public Information Officer at Montgomery County Department of Health and Human Services and the staff at the Department of Technology Services. The Web Portal Maintenance & Graphics Designer will document decisions, and prepare final versions of required deliverables. They must be skilled at relationship building, and have the ability to communicate and interact effectively.

      Labor Category: 6.2.46 Internet/Intranet Site Developer, Junior

      Requirement: One Contractor part-time for 20-30 hours per week (1040 per year) Projected need approximately 12-18 months

      Note: Response must include price discounts whenever applicable for each labor category being proposed.

      The mission of Montgomery County Department of Health and Human Services (HHS) is to promote and ensure the health and safety of the residents of Montgomery County and to build individual and family strength and self-sufficiency.

      Scope of Work:

      Montgomery County will Provide:

      1. Montgomery County's Department of Technology Services (DTS) will provide access to the Montgomery County Content Management System (CMS) for coding and updating templates for the Montgomery County website. 2. DTS will provide staff to meet with contractor to coordinate the updates to website, the CMS and the templates available for the website.

      Vendor will Provide: 1. Vendor will provide contractor with intermediate experience in web design and development. 2. Vendor will provide technical contractor with technical computer skills for website coding or graphics design with website coding skills with BS/MS or the equivalent in experience for Montgomery County Department of Health & Human Services (HHS). 3. Contractor will update content and graphics for HHS website, BTheOne, KnowTheRisks websites or as requested. Contractor will report to the HHS Public Information Officer. 4. Contractor will meet with the Department of Technology Services (DTS) to understand.

      The CMS and technical requirements to keep the website updated and introduce or update the design as needed.

      Montgomery County Department of Health and Human Services (HHS) is looking for a talented person to update the content for both the HHS main website, as well as other websites such as BTheOne (teen suicide & substance abuse prevention), KnowTheRisks (opioids), Healthy Montgomery and others. The ideal candidate should have experience in coding and using a content management system, be able to escalate server and editor issues with the portal, as well as availability and code issues to the Department of Technology Service. The contractor will also have working knowledge of Search Engine Optimization (SEO), including keyword research, and skills in oral and written communication and graphic design. Knowledge of the health and human services sector would be beneficial in communicating the breadth of the HHS services.
